Jim was raised in Riverside, Iowa after his father passed away. His older brother Sam looked after him because Jim's mother spent a lot of time off planet for her job in an effort to make sure her sons were never left wanting for anything. They technically had a step-father named Frank, but he was overbearing and authoritative and often abused Sam and Jim.
Eventually Sam couldn't take it anymore and ran away from home, leaving Jim alone to face Frank. When his mother found out, she moved Jim out to a rim colony on Tarsus IV to live with his aunt rather than deal with the trial and divorce proceedings. This worked out well until Tarsus IV faced a crisis and food shortage that led to mass deaths via starvation and eugenics beliefs set into law by the leader of the colony.
Jim survived the anarchy that was Tarsus IV and was brought back to Earth as a young teenager and slowly he recovered. During this time he was arrested for petty theft several times as the urge to steal and hoard food hadn't left from Tarsus, even though he was no longer going hungry. He still graduated at the top of his class despite being a troublemaker, and scored in the highest percentile in the standardized tests that Starfleet looks at when recruiting. That was how Then-Captain Pike became aware of James Kirk.
